Strong's study for the word 'terror' has 10
different Hebrew words in the KJV with
only 4 duplicate overlapping between these
two words.
We know the phrase, 'fear of the LORD'
as it is the beginning of Wisdom. However,
did you realize there's another phrase that
is listed as 'terror of the LORD.'
The 'terror of the LORD' is used to specifically
to describe His work of judgment. This phrase,
'terror of the LORD' appears in only 6 verses
found in the KJV for the Old Testament.
Isaiah 2:19, 21 KJV
Men will go into caves of the rocks
And into holes of the ground

I believe these scriptures is somehow connected to
the future Rapture of the Church although it is from
the perspective of people left behind.
Just as the whole world was covered in darkness
when the LORD died on the cross, so then the
whole earth will tremble, shake and roil when
He raises up the dead in Christ first.
